Possible to wire 4X12 with 2 8 ohm speakers, 2 16 ohm, to either 8 or 16 total?

No. Not exactly, anyway.
The 8's give us either 4 or 16 ohms as options (parallel or series)
The 16's give us either 8 or 32 ohms as options (parallel or series)
So using those possible combinations, the closest to a match is to wire the 8's in series, and the 16's in series, then wire the resulting pairs of speakers in parallel with each other.
16 Ohms in parallel with 32 Ohms = 10.667 Ohms. This may or may not be a safe load for the 8 Ohm output on your amp. I seriously doubt it is a safe load for the 16 Ohm output on your amp.

the closest you can get would be to put the two 8s in series ( for 16 ohms ) and wire that in parallel with ONE of the 16s, for an effective impedance of 8ohms, but only using 3 drivers
the power rating would either be twice that of the 16ohm driver, or twice that of the 8ohm drivers, whichever is the lower
OR
the two 16s in parallel, in series with ONE of the 8s, for an effective impedance of 16ohms, again with only 3 drivers used
the power rating here would be twice the lowest of either the 16s or 8
