    A 4x12 cab, with 4 - 4ohm 100 watt speakers wired in series (16ohm total) is a 400 watt cab right?

Yeppers. And remember that the speakers can handle higher peaks; they just might distort a little.

4 16 ohm speakers can be changed to be 4 ohm, 16 ohm, or 64 ohm.
4 4 ohm speakers can be changed to be 1ohm, 4 ohm, or 16 ohm.
4 8 ohm speakers can be changed to be 2 ohm, 8 ohm, or 32 ohm.

wired in series = sum of resistances (R1+R2+R3+R4)
wired in parallel = inverse sum of inverse resistances (1/(1/R1+1/R2+1/R3+1/R4))
wired in series/parallel pairs = sum of inverse sum of inverse resistances(1/(1/R1+1/R2) + 1/(1/R3+1/R4))
