I'd say to stay within your budget, I'd look for a Mosvalve MV-962 Power Amp, you find them on eBay quite frequently for around $120-150 and they are good for the money.
Then, I'd check into an ADA which can be found for give or take $100.
Then get a Quadraverb (I'd get the GT, just cause it has a distortion section in it, which I probably would never use other than for maybe a slight overdrive tone with an ADA clean patch).
Quadraverb GTs are around $75-120 on eBay.
Those three pieces and you'd get a good respectable tone for right at/around $300, then you can use the other rest of the money for a foot controller and rack <Seriously, try to get an old ADA foot controller, they seem to have the least amount of lag between patches.>
As a personal opinion, I'd stay far away from ART gear, unless you find an ART reverb, delay or some other minor effect that can be used VERY sparingly. Their preamps SUCK BALLS.
If you can come up with a couple extra bucks, I'd get a Pod Pro WITH FOOTCONTROLLER! <This makes all the difference!!> and a decent power amp <I'd suggest a Boogie 50/50, but those are a good $400>.
