David Gilmour Effect Question

I'm watching my David Gimour in concert DVD and at the beginning of "Shine On", he uses an effect and I don't know what it is. He plays a chord on the guitar, then steps on a volume pedal. The chord is then "held", he lowers the volume and can then play his solo on top of the held chord.

What effect is he using?
