Who's This Guy?

Ok, it's starting to annoy me a little now but I can't seem to work out who one of the guy's in this infamous picture is:



It's the semi-EVH look-a-like in red standing on the left of Vinnie Vincent. I know their names are on the bottom but it's too small for me to see!
