Howe is amazing! My old roommate used to take lessons from him back in Allentown, PA and record them...some very cool stuff. Like Bill, I saw him on the HoweII tour back in the late 80's with his brother on vocals. I don't think I ever heard anyone cover old Van Halen that well. He had the tone and phrasing down cold.

Is that a capo or some kind of muting device there on fret 1?

It looks like a hair tie, or something like it, I'm assuming it's used for muting unwanted string noise.
