Possibly a US built for the Japanese market but I'm no expert. Full guitar pics front and back would be helpful because often subtle things like control cavity routes can point to fakes.

Did you get that from Ishibashi on ebay? I remember them selling something like that that was either a stars or a grover, can't remember...

I heard on more than one occation that the North American custom shop did indeed build guitars for the japanese market, with the appropriate labels (i.e. "Grover Jackson" or "Jackson Stars").

Yeah, the USA shop has built for the Japan market under the 'Grover Jackson' logo. I'm not familiar with how they serialised them, but a U serial would make sense...
Popular is not the same as good
Rare is not the same as valuable
Worth is what someone will pay, not what you want to get

Looks hacked and fake to me. The "USA" appears to be a decal and I've never seen just "USA" on a headstock. It's always "Made in USA". The serial number stamp looks good, but anyone can get the stamping with the right tools. The truss rod cover was done aftermarket too. But what really makes it unusual is that even if it was a U0 serial, there were no production guitars (hence the U0) with rosewood fingerboards and neck through design that had neck and headstock binding with sharks and 24 frets. Weird, but I'm going with NOT USA.
                "Got a crazy feeling I don't understand,
                Gotta get away from here.
Feelin' like I shoulda kept my feet on the ground
Waitin' for the sun to appear..."

Not an expert..but I would expect that it's a Japanese Grover that the previous owner has self conciously tried to make look like it was built in the USA

The Dave Mustaine KV-1 just has USA on it.

Friedman's GJ Firebird was USA IIRC.

And it looks like a Dinky, not Soloist, unless I'm seeing the stand and not the edge of the neck pocket.

With the GJ logo taking up so much room, there'd be no room for the "Made In" part of the decal.
