It's not a "blood button". Several hundred years ago, before they had envelopes with glue on the flap to seal them, it was customary to place a blob of red wax (called "sealing wax") over the edge of the flap, and use a stamp to imprint an image in it. This way, when your recipient received your document, If the seal was broken, they could tell someone had opened it.
I think the 13 is just part of the whole "sin", unlucky 13 mystique.
