<font size="2" face="Verdana, Helvetica, sans-serif">The foam seems to be needed to keep the unwanted overtones away from the lowest string. I had to do that on my Carvin with reverse headstock, because the longer length of the string behind the nut seems to make the string ring out a little, and it can be annoying. I only tune that guitar to Eb, but sometimes I drop the low string to Db and you can hear the overtone even more.
