Re: San Dimas or Not?
It definitely wasn't made in San Dimas (Glendora, actually), since they had moved the operation to the Ontario plant in '86. Besides the obvious evidence of the neckplate and the description, other things that give it away are the control rout (that shape is called the Ontario rout), the recessed Floyd, and the Jackson pickups which weren't introduced until after the move to Ontario. There have been models like the mid '90s "San Dimas" reissues and the current USA Charvels called "San Dimas" Standard or Traditional, but a real San Dimas Charvel or Jackson was made in the Glendora plant some time before early '86 or whatever the exact date of the move was.

Re: San Dimas or Not?
That guitar is a 1991 Europe Only limited edition. In other words, it´s a Custom Jackson with a Charvel logo.
There was a run of 150, 75 Trans Red + 75 Trans Blue one year earlier that was also Europe Only and likely served as most of the influence for thes guitars.
Main differences to a real SD: Factory recessed Floyd, large Ontario Style control cavity, oversize Logo, and Jackson Pickups (J50BC and 2x J100V). I think the ´91s also had the mid-boost, which the ´90s don´t. The necks are very San Dimas-like, and very comfy.
Here´s mine from the year earlier:
