They are user specific, not board specific.

Go to User CP -> Edit Options and scroll to the buttom. There will be a drop down menu where you can select which editor to use. Select the last (WYSIWYG).

The User CP is found at the topmost left of this screen.

Is there anyway that links can be changed? When you are browsing the text, it is impossible to tell the difference between normal text and a link, until you put the mouse over it and see the underline. This is especially annoying when people embed the link using the url tag ...
