I don't really care about the horrible paint job, as long as the guitar plays well and sounds terrific, but I guess there are real collectors here who are a bit more picky than me...

You haven't said how much it is, only that the guy who owns it doesn't want to part with it, that means he probably wants to rip you off.

As long as you pay as much as it makes you happy, by all means, go ahead and buy it.
