If you are using Photobucket, click the edit button above the picture from the main screen, where you see all your thumnails.

Once you get into edit mode, there is a resize button.

Use that.

Type in the new size you want... it's X and Y sizing, when you change the X, the Y will also adjust to keep your aspect ratio correct, as long as you don't mess with the setting.

Get "Irfanview" its free and user friendly. It will let you convert .BMP to .JPG, resize, crop and even more. If you need to make a pic out of 2 pics, you can do that with with microsoft paint. If you have any questions feel free to PM me.

I just use Microsoft Office Picture Manager, then host on Photofuckit.

oops. the ones in the gallery are loaded from my pc.
