In this case, Steve wanted more treble on the bass strings. It also made the higher notes less "shrill." There aren't many guitars that have this configuration.
I have not seen any other SS40 with the non painted headstock besides mine.
It's a cool guitar. I love the fat flat neck. I do not use the floyd and I removed the stock pickups and just Put this Dimarzio Breed in the bridge. The pickup cavity in the bridge was so small I had to do some work to open it up a bit to fit the pickup. I think I paid $280ish for mine about a year ago.
