Fender strat question

SERIAL # E 211427
about when was this made is it a USA serial#. its dated 82 on the neck heal? its a maple / maple 21 fretter. i think the logo with serial# is not original can anyone help.

E2 plus 5 more digits is 1982 per the attached:

its only the neck actually it looks like an charvel neck, its got close 12th fret dots, a skunk strip that goes to the 2/3rd fret, & is one piece maple, also has the same truss rod bolt at the heal as an SD charvel???? i would post it but if its a charvel neck I dont want it known since i think i can buy it for under $100.
