      actually, PVC has been used for inlays, bindings and pickguards for a while now on many US and import guitars. It is just another medium like vinyl or celluloid.

        I've gotta second the nomination on a Rogue bass. They sell for $100 and they actually play and feel really nice. Most basses in this price range are so horrible on feel that if you were blindfolded you might think the neck was actually a baseball bat. I think the rogue is the best feel you'll get for that much money. They don't sound so horrible either. Not awesome, but it's not overly "clockradio" or buzzy either.

        If you do want to get a good bass and are willing to pay more in the future, I'd recommend checking out a Peavey Grinder bass. Neck-through for under $400? That's not bad at all. They sound pretty good, and play nicely too.
