That's razor wire. Barbed wire has those little hooks on them while razor wire has blades like the ones in those inlays. One of my friends did a huge history project and had barbed wire on it and I managed to catch my jeans on that stuff when I was helping them carry it. It's so sharp!
Dean did a razor wire inlays up the neck Jem style. The Dean Vendetta 4.0 has (had?) it.

My history teacher spent a class on that stuff. Barbed wire catches you but doesn't kill you though it allows the enemy troops to. Razor wire on the other hand cuts you up badly AND catches you.
