I have a friend that bought a blue RR3r back in 1999 new. He played it for a few months, got out of music, and has been sitting in the case for 15years... Needless to say there is not a scratch or blemish, no belt swirl or anything. He even has the sales receipt from 99... What should I offer him for it?. Not much info about it out there besides the specs....it seems like everyone modifies, or replaces pickups, but never see any stocks of these.... Are they rare?

Well, then definitely don't offer too much. You'll need to replace the whatever stuff you want to replace. Stock on mass produced instruments means nothing.
