It has RR on the truss rod cover, has a tunamatic bridge, one single humbucker and a bolt on neck. the serial number on the plate has 7 digits and starts with a 9. I have yet, even with the help of Jackson/Fender, found any information on this guitar. I have never seen one with a single humbucker except for the newer ones. It also does not fit the description of the RR24, since it only has 22 frets. A Fake?

Doesn't ring any bells off the top of my heads. A picture of the whole guitar would be very helpful, and the full serial. The serial indicates Japan, but don't take that for certain until we figure out what you have.
You need to load your pics on a site such as photobucket, imgur etc. and then copy the link here.96xxxxx, 97xxxxx and 98xxxxx serials oftentimes don't indicate '96, '97 and '98.

The serial indicates either 1997 or 2004ish depending on what model it is.
If you can't figure out how to post pics, perhaps you're on facebook? If so, could you send them to me there?96xxxxx, 97xxxxx and 98xxxxx serials oftentimes don't indicate '96, '97 and '98.

I can only guess that guitar has been heavily modified. I can't think of anything, including limited run models, that match those specs. I fully expect the neck pickup route was filled in, but I can't guarantee it.
It kinda' looks like the limited run RR3T with the TOM string thru bridge, but they had a pick guard/front loaded electronics...as well as they didn't have the jack on the lower horn like this one. I could make a few guesses, but it's pointless.
Unless someone here can identify it I'd recommend removing the neck and checking the neck pocket/neck heel for model stamps. A Japanese made Jackson should have date/model stamps of some sort in the pocket. The RR on the truss rod cover suggests Dave/Budman made it. That suggests someone modded it.
I'm guessing, like you Mudlark, the neck pickup socket was filled in and it's probably all been painted, possibly had a new neck too so...probably never going to figure out what this was originally. If they filled in the neck pickup so well they might have filled in what was originally a front mounted control config.
The strap button looks like it's been moved too IIRC from the RR3 and RR5 I had.
