a Jackson RR3 parts guitar?

I recently came across a Jackson RR3 with a totaly blank neck plate and the word "USED" stamped at the back on the headstock... what does it mean?

The guitar it self is as expected, plays, feels and sounds right.

means it was a factory blem or a "second"
