Having to level the frets is not the norm on a USA Jackson. Most often its a simple setup that is needed for your climate. Usually as others have stated its a truss rod adjustment or bridge height or a combination of the two. An experienced tech should be able to set it up to your liking. I would think a fret leveling is not likely needed.

Try loosening the truss rod 1/4 turn and see if it gets better. It sounds like the neck doesn't have enough relief to me. If it gets better then loosen it till it fixes it, but only in 1/4 turn increments.
