Would it be possible to have the classifeds forum visible to newbs, but have the only post readable by them a sticky telling them the requirements?

that's not a bad idea.
Although, given the generally apparent lack of basic comprehension skills, that might lead to a spate of "how come I can't post in the Classifieds?" posts

How about this; set a program to instantaneously banish anyone who tries to post in the classifieds unless they have over 100 posts.
