I had that exact problem with a Carvin I had. The problem was the shaft of the tuner wasn't sticking up far enough for me to get the string through. The solution was simple. I backed the thumbwheel as loose as it could go and I gently tapped the top of the post and it sank down even farther. I then tightened up the thumbwheel and the post started to raise. Suddenly a little chunk of string fell out of the hole. The string was keeping the post from rising as high as it could go. I would suggest you remove the tuner, dissasemble it and put it back on. Something is keeping it from coming all the way up.
