i recently got a new guitar with H-S-H pickup config...but the tone knob produces no noticable change in sound. would it be difficult to repair this myself? would the pickguard need to be removed, or could i fix it by removing the backplate? i ordered it from an AMS catalog, so i'd rather not wait another two weeks to return it and get a new one.

For a brand new guitar to have a tone pot not working, I'm thinking it could be that a wire came off. There isn't much to break on the potentiometer itself.
Yes, you would have to take the pickguard off to get to it. There should be a capacitor going from the volume pot to the tone pot and then a wire going from the pot case going to the volume pot case (this is the ground wire). check to make sure the wires haven't broken.
