When to get a fret job?

I have a 1990 dinky. The frets are getting flat around the E, B and G strings. Is it time to get a fret job?

do you have any problems with it? any buzzes? dead frets/notes ? if not dont touch it. it is not the time.

There are some dead notes. But it's not as bad as the one in the other post. I'm going to get it re painted and put a OFR on it. So I think I'm just going to have a fret job done to it. That way it will be like a new guitar when I get it back. I'm going to check with Learn guitars and see if he can do the complete refinsh.
