I read somewhere that before you adjust the action on a gold TOM (like you'd find on a Les Paul), you should loosen the strings first to prevent wear to the gold threaded parts. Anyone know if this is generally accepted as a best practice? If so, is the same true for a chrome TOM?

Gold wears off easy - look at any old LP Custom that's been played. If you want to keep your gold from wearing off, that's a very good idea.
Chrome is a lot harder than gold. Why do you think they chrome bumpers? Because it can take the abuse.
You didn't mention nickel but all historic LP's and 02 and newer Standards are back to nickel. It's a soft metal like gold.
