Power the pre amp in the pickup.

Active pickups don't work the same as passives, the battery is required for them to well... pickup. Plugging the 1/4" jack into the guitar completes the circuit. So if you don't have the cable plugged in there's no drain on the batteries.

uh.... i think he was asking if active pickups work as a passive pickup when not powered by a battery. In which case, most of them don't, i believe.
