Why my clean channel is MUCH louder than my gain channel? I have a Carvin MTS3200 and the clean on 4 is just as loud as the gain on 10. Could it be a tube issue?

While I was looking for an amp, that was one of the things I saw reviewed as an issue with those. Don't know what you can do about it but seems it is normal.
