Hissing when tone pot is at full treble

I just bought an Ibanez to beat on while at work on breaks. Running through my POD it has terrible noise when the tone pot is all the way to the treble. It will decrease as I get closer to the bass side but not completely go away. This happenes on clean and distorted tones. I took the output jack off and found the ground was hanging by a strand so ran new thicker gauge wires. Checked all the grounds and they look good.

Well after re soldering everything and that not working I bought a new guitar cable and that was it.

If that hadn't fixed the problem I would have recommended using an electronics cleaner to spray dirt out of the pots.
