Limited access / Email Disabled

Apparently I only have "limited access" and have been restricted to posting only in certain catagories. (I wanted to respond to an ad placed in the classifieds)

I tried emailing, but recieved an error code stating that this function has been "disabled" by the administrator.

Sorry if this should not have been posted here, but I honestly wasn't sure how to get ahold of anybody to help me resolve this.
