Why do I not have "manage attachments"?

I can't seem to find the "manage attachments" option when I want to post an image in a thread. Is it still an available option?

Any guidance appreciated.

I believe only platinum members get JCF hosting. If you just want to post an image, upload to site like Imageshack or Photobucket and enclose the link to the image in [img] tags.
