Seriously, it's got me baffled. Can't be the craphook vending game thing - those have 3 fingers on each hook.
As well, those clamps look like they are suspended via coiled cables, like the old 70's guitar cables or an old phone cord, which are too flimsy to hold anything.

I wonder if it was a garment rack and those were security clamps to keep people from running off with something (like low-end stores put on their better leather jackets).
