Has the forum changed or is it me?

I am running Internet Explorer. Not sure what version it is. The weird thing is; this is the only forum on which I am having this issue.

Alt-H then A which is the same as clicking help and about in the file menu.
Version will be there.

Must be an old browser or something corrupt.
It is wrapping the text or appears to be.

On top of that, the position of the reply quote box overlapping the text content is suspect.
