California's fiscal problems are largely due to the proposition system being written so as to automatically fully fund all propositions voted into law by the people. If they were subject to appropriations like everything else, then 2/3 of the state budget would not be automatically spoken for. Only because the state was so damn rich did that actually work for a long time. That has to be addressed, but it's very unpopular to even speak of it.
The Southeast is unfortunately very right-wing. Everyone in Mississippi is now ecstatic that Florida passed the law requiring drug testing for welfare applicants. Never mind the 4th Amendment, and when I mentioned it, was actually told, "The Constitution was okay 100 years ago, but it's outdated now!" We're doing it to ourselves.....
