Before, it referred to items (such as high capacity magazines) manufactured before the ban that were legal to purchase.
Ahh yes, and the maximum amount of "evil" features(bayonet, scope, silencer, over size mag, grenade launchers etc.) you could have employed on an assault rifle at any given point in time. Glad that ban crap is gone.

No, those were all legal semi-autos. Actually, the BM-59 was a Pre-68 reweld, so at one time it was a fully auto rifle, but it was cut and rewelded before GCA'68, so technically was legal since it was imported as a semi-auto by Golden State Arms back in the mid-60's.

            From L-R:

1963 BM-59, Springfield NM M1A, Valmet M76 side folder, Polish Kbkg wz. 1960, Yugo M70AB2, Romanian PSL, Norinco NDM-86, Portuguese FMP-G3S, HK USC converted to UMP and a Walther 10/22 WA2000 conversion kit, and front and center is a LMT M4.

Only the Polish is a parts kit gun. It's a rare parts kit on a milled Arsenal receiver.
