how to post attachments

Seems like I cant post attachments, do I need a sort of permission from admin?

I think v-bulletin offers that feature by default but it's up to the individual sites to actually allow it. If you click the Attachment button and it doesn't work, then the board does not allow it. You will have to find a host for your pictures and then link to it here.
