Endrik, are you sure the parents don't care? Or could it be that, like here, they are afraid of the kids calling the police and crying abuse?
As for guns, I don't blame them for the problem - it's kids who have grown up with no idea of consequences. They see it as no different than shooting someone in a video game - until THEY, or their friend, takes a bullet. It's often too late to learn the lesson at that point.
You're right though, I think it's a generational thing in many places. Not in China though, I bet!
Edited to note that VitaminG hit the nail on the head. The laws force a hands-off policy. When I was a kid, if you got out of line with your parents, even if you'd broken no laws, your parent cdould call the police and charge you with being "incorrigible" and they would lock your teenaged ass up. I learned that firsthand at age 15. My dad died when I was 11 and I decided I was going to do as I pleased as a teen. Nowadays I reckon I would just be able to run wild.
