        Go to your My Ebay page and look on the left where it says "Report a Dispute". Click on that and it'll take you through the steps of filing a Non-Paying Bidder report. You basically check the slot that says he hasn't paid, and they'll email him notifying him that he needs to pay. If he doesn't pay within 7 days of that you can relist and get your Final Value Fee credited, or sooner if he admits to Ebay that he's not going to pay. Then you put him on your blocked bidder list and mention his name in your relist so others know he doesn't pay.

          well he paid. it's a credit card/debit... what can i do so he won't retract? i downgraded right now, i will have to go back up.

          what can i do? Tracking number? what else when shipping so i have proof?

            Ship ONLY to a paypal confirmed address. Keep tabs of the tracking number so you can show delivery (to the CONFIRMED address) and you should be fine.
