Anyone file a complaint with Paypal?

I received my Charvel (Alien Graphic) and im totally disgusted. It looks like the pups were changed and the paint around the new ones is in really rough shape. It looks like when the paint was done they left them in and when whoever changed em it "broke" the seal the paint had made. Makes it look SO ugly. Also the same seems to have happened with the tuners. ANYWAY...i have contacted him numerous times with no response. He already left a pos for me so that leaves me to leave a neg woth no recourse other than he will just ignore me and ill never get my money back. My question is, if i file a compalint with paypal will anything happen to my account with them? I thought i remember someone doing that and they ended up getting screwed by Paypal. Any info or advise would be great.
