I think you can contact the billing dept thru Ebays 'contact us' link

If you have no outstanding owing depts and the like...you should be able to close an acct within a few days.
I think you can initiate suspending your acct (people sometimes do if they go on leave-war, whatever or have issues going on and they want to become an unregistered user) ... that you can probably do in real time if I recall, but I'm not certain but the acct will still remain showing on eBay, just no one would be able to use it.
Have you tried the community help forum on eBay? someone there would probably have more info for you.Comment
