Actually I'm making a fairly educated assumption ......having pulled cars and trucks out of lakes with friends who own tow trucks,yes I can say it is more difficult with the added weight of the water in the car as well as any water covering parts of the outside of the car adding additional weight resistance.
If you've ever driven through flooded areas you would know that having your windows up and doors shut does NOT keep water out of the car.It will find its way in eventually.
