    The dirt levees didn't break. It was the fancy new concrete seawalls with the reinforced steel walls that broke. The river did overflow the levee down in lower St. Bernard, Upper Plaquimines Parish, which has not been widely reported but which I know because of an eyewitness, but the levees were not compromised as a result.

    I don't think any levee funding is going to be diverted in the future for any pet project.

    What also needs to be done is the wetlands need to be restored. People have been screaming about this for years and it needs to be done, and done now. The wetlands are the first line of defense.
