I don't understand the whole net at work being an issue.
I've worked at several call centers, and that is THE ONLY WAY I made it thru the day.
Yeah, I got written up here and there, I even straight up told one job that I would not stop using the net. I'm not addicted, I just need somethign to help me pass the time.
Right now I work at an ISP, bring my laptop in for music, run messengers, and surf uncensored all day.
Work is my priority, and I only do it in my spare time.
It makes me more productive, and ian general better mood than being bored off my ass.
My boss recognizes that.
My company has a program implemented that allows you 60 minutes of non-buisness related web surfing during the day. I think thats fair. I mean, there are people out there that spend all day surfing the web (not work related) at work while getting paid.
If employers want to piss off their money, that's fine with me. But when I pay an employee to work for me, by god I expect work. The Internet is only used for research, email to doctors and attorneys, and purchasing of medical equipment for our facility.
Having said that, I'm not a total ogre. If Joe tells me he's bidding on a Les Paul on EGAY, I'll work with him to score the deal. But to sit there for hours and play Internet grabass on message boards, that's not gonna happen.
If that's an employee's goal, then they need to be the boss!

No one questions that work is the priority. But, for example, people by law get 2 15-minute breaks and a 30-minute lunch break. would you allow an employee to use your computer at his/her workstation to surf during their breaks and/or lunch times? Or do you feel that's opening the door to abuse?
As far as the surfing at work goes... It depends on what your job involves. At my current place of work I have 5 duties.
-Perform work on projects we currently have in the shop
-Answer phones and help clients troubleshoot problems
-Check "Tech Support" E-mail
-Keep the shop clean and organized
-Assist other employees with tasks they have
Sometimes I will hit a point in my day when there is nothing else to do. It is different in jobs where there is a constant flow of work coming through but in the tech support field where businesses come to us, there are sometimes dry spells. And as you can see, only one of my tasks is really able to be done when we're in these dry spells. Then again.. I am more than willing to work until 8pm or 9pm at night when we have big projects or work at the last minute.
Good question "lerx." My employees choose to have one hour lunches instead of taking breaks. Besides, when you're working with a patient, it would be kind of bad if you said "Ms. Jones, I'm going on break now. Do you mind giving yourself an ultrasound?"
After many years of business, I have found that employees are more productive in the afternoon if they actually leave the facility. Most of my employees will eat a quick lunch, then run errands, go pay bills, shop at WallyWorld, go home for a quickie, etc, etc. If they have a burning desire to meet their Internet addiction, they may do so at home.
