I'm trying to learn how to convert an MPEG video file into a file that can be burned onto a DVD. I have software like Clone DVD which can recognize ISO type files but I don't have a clue how to do this? Can anyone help? Thanks!

If you have an mac import the mpeg into iMovie, then generate a DVD.
If you have a PC import the mpeg into Windows Movie Maker, then generate a DVD. This will be straightforward if you have Windows Media Center Edition, otherwise, you will have to buy DVD burning software. Standard Windows doesn't have DVD codecs licensed/built in.

*edit
I may have jumped the gun in thinking what creates what.
I believe TMPGEnc and Plus only prep an mpg, and DVD Author is the last step before burning, so it's not free start to finish 8(
I'll look a lil more. Been a long time.
Anyways, a lot of resources to browse through with all the links below. Browse the guides...
Dunno anything about XP media center edition, but pro/home doesn't have DVD format...
I've always gone third party.
Soooo.
You can burn any file to DVD
But if you want to play in standalone DVD player, thats another story.
You can either convert to DVD-compliant standard and burn to DVD, which should play on any DVD player,
or burn as VCD (even on a CD) which will play in many newer DVD players.
As long as the DVD player supports VCD,
3rd option is convert to SVCD which can be CD or DVD media and play in newer players.
Regardless, you are starting with lowest mpg quality, and upconverting to higher, which won't improve quality, just fit specifications for DVD playability.
Homepage, with more than you want
Plethora of confusion
These guides describes how to author, make menus, chapters and make the VCD, SVCD, DVD disc structure and also how to burn.
if a guide mentions dat, vcd or mpeg-1, think mpg
many guides will go VCD->dat->mpg->vob->dvd, so you can assume 3/4 way done already
if a guide mentions mpeg-2 or vob, think dvd
you basically want to go mpg->vob and burn vob to DVD
now the problem is choosing software, the good stuff ain't free, but there are free available. You basically need DVD authoring software, which will convert mpg to vob.
then burner app, loading vob into DVD video template.
My preferred program
TMPGEnc (freeware/30 day trial for Plus features)
very simple and easy, for mpg prep
Tmpgenc is a MPEG video encoder, convert to MPEG1(VCD) and MPEG2 (SVCD, DVD) with several settings and filters. Also basic MPEG1/MPGE2 joining, splitting, demultiplexing and multiplexing.
TMPGEnc Plus (30 day trail)
TMPGEnc DVD Author (don't think any trial)
allows menus/chapters etc advanced
