whatever that first tells you you've won sometning and later it asks for any amount of money, is a scam.
Nobody will give you anything for no reason.

Or if you wanna play with them, just tell them: subtract my shipping fee from my winnings and send the remainder to me. And see what they say.

Personally, I would change all my info and run the fuk away. There is no privacy as it stands, but to provide information to anyone that you didn't contact first is just asking for it.
