would be calling for a timeout...AT THE LAST POSSIBLE SECOND !!
So why doesnt the ref blow his whistle then?

This is done all the time. It's done during free throws in hoops, field goals in football, sometimes twice, just to make him think about it more, baseball, i can't tell you how many time outs they call or when the pitchers steps off the mound. If the whistle wasn't blown then that's bullshit, but as far as making the call it happens all the time.
