The award is for recognition, the people that vote didn't recognize it until after the peak.
They do however recognize early the fads that they create, only after they catch - Winehouse best "new" artist after her second release, Alicia Keyes, etc.
The labels don't have focus groups to capture the dirty faced, disaffected middle class joe sixpack's kid, but they do for disaffected minorities.
