Okay, I figured it out. Although I had changed the audio device in the computer control panel, Acid Pro was still trying to use the shitty on-board sound. In the Preferences menu, on the Audio Device tab, you can change that, AND set the latency to auto detect and offset.

no zeegs, your system now has the shitty on board audio AND a new audio card (albeit an external one via USB) that you are happy with.
the previous poster was suggesting that you disable the shitty onboard one through Windows Device Manager (you can get there through My Computers->Properties) and simply use your external one for all your sound needs.

LOL, I know that. Maybe I didn't explain that well. My Audio Properties tab lets me select what device to use. I had already selected the Line 6 UX2. I had to do that in order to get Acid Pro to record my guitar/mic signal. However, I also needed to select the UX2 in my Acid Pro audio preferences. The sound was coming through, but Acid Pro was still trying to use the onboard sound, hence the latency. Now that I have the UX2 selected as my sound device through both the computer, and the Acid Pro software, it's working perfectly.
As for using the UX2 as my default audio device all the time, that's not possible, since my computer speakers don't connect to it, at least not without messing around with adapter and whatnot. I just use the UX2 when I'm recording.
