Don't LOSE anything! Burn all of your correspondence to CD so if he tries to cover his tracks, you at least have his balls. Sounds like he's going to try the "Oh I just forgot to mark it sold" bullshit with the authorities, so keep the heat on for him to refund. Also, if this comes out positive, keep an eye out for another re-list and possibly help someone out by revealing what a scamming douchebag this hack is.

You have a great small-claims case, but then if he's a broke-ass meth head he has to have something of value for you to collect.
If you don't get your money back, I think you'll end up getting more satisfaction out of a criminal prosecution for fraud, as opposed to the small claims action. Certainly you should pursue small claims anyway, to blot his record with the judgment. But winning that judgment and collecting your money are two different things.
The judge does not actually make them pay you, you have to take separate actions to do that, like an asset search and usually paying a marshal to go out and serve the judgment and attach personal property, usually a car in practical terms.
In Cali I know thqat if they own a car, you can have a marshal put a boot on a wheel so it can't move, then they have to pay the judgment to get that removed. That is a practical way to make them pay. Don't know if Oregon does that though.
If you do file small claims, I would add the costs of having the marshal do these things to the amount you're seeking, as well as the filing fees and perhaps the cost for you mainkg an appearance in the jurisdiction on the day of court. I would also do the asset search BEFORE you serve him with the small claims papers.
That way, if he transfers his car title to his gf before the court date, you can show that to be motivated by a desire to avoid paying the judgment and it will be nullified by the court. Professional deadbeats know how to work the system but if you are one step ahead you can either nail them, or at least make them hurt for trying to screw you.Ron is the MAN!!!!
