Poop density is the primary factor with regard to buoyancy, while a diet rich in fiber (for ease of extrusion) and sphinctoral control (cutter reflex) are the keys to pellet size/control.
I suggest a diet rich in rice crispies, marshmallows, and foam packing peanuts, and regular kegel exercises.
